The Flocks King is the unofficial name for the ruler of the Highland Pastures. He is one of the Five Rulers. Not much is known about him.

The Flocks King appears to be a shrewd and cunning man. This is evidenced by him trying to convince Lagrah to “help people” by suppressing pirates and bandits. He is unsuccessful in this endeavor.[1]
